Premier League to publish verdicts on referee and VAR decisions

The Premier League will, for the first time this season, publish the full written judgements produced by its Key Match Incidents (KMI) Panel on referee and VAR decisions. Alongside that move, the league will start posting selected direct explanations from referees and VARs and expand the use of RefCam to include audio of referees speaking to players during matches.
These steps form a three-part transparency package introduced by the Premier League and external referee body Pro Ref. The full KMI documents, plus short quoted explanations, will be made available via the league’s Match Centre account on X and on the Premier League website and app.
KEY CONTEXT
- The KMI Panel was set up by Premier League clubs in 2022 and has five members: three former players/coaches and one representative each from the Premier League and Pro Ref. It meets weekly to review every significant match incident — goals, penalties, red cards and other matters.
- The panel assesses first the on-field refereeing team’s decision and then the VAR’s actions. Because VAR operates to the higher “clear and obvious” intervention threshold, the panel can conclude an on-field decision was wrong while deciding VAR correctly did not intervene.
- The KMI’s remit is based on the laws of the game and how the Premier League expects matches to be officiated, so its published list of errors is narrower than what some supporters might expect.
- Last season’s KMI findings, reviewed by BBC Sport, recorded 25 VAR errors (up from 18 the prior season), but fewer than the 31 and 38 errors recorded in earlier campaigns.
WHY IT MATTERS
Publishing full panel judgements and officials’ explanations is intended to give supporters a clearer window into how decisions are evaluated and the reasoning behind them, rather than the shorter summaries previously issued. The addition of referee audio from RefCam is designed to offer further context about what happens on the pitch between referee and players. However, the scope of what can be shared remains constrained by the International Football Association Board (Ifab), which currently does not permit live broadcast of VAR conversations.
